    The  City of Bellevue Comprehensive Plan was amended in December 2021 to support a multimodal approach to transportation concurrency citywide. Concurrency is outlined in the state’s Growth Management Act. It requires that transportation improvements or strategies to accommodate the impacts of development be made concurrent with the development. “Multimodal concurrency” is a new way for Bellevue to determine transportation concurrency. It takes into account a variety of transportation modes, such as transit, bicycling and walking, in addition to driving.  Bellevue’s concurrency standard since the early 1990’s has only considered vehicle capacity at specific intersections. 

    Mobility Implementation Plan

    On April 18, 2022, the City Council adopted the Mobility Implementation Plan, which establishes a framework for the multimodal concurrency system. The final phase of this process is to amend the Bellevue City Code, consistent with the 2021 amendments to the Comprehensive Plan and the newly adopted MIP.

    At the direction of the City Council, the Transportation Commission is conducting public outreach and gathering public comments on the proposed transportation code amendment regarding multimodal concurrency. Your participation is encouraged:

    • April 28, 2022: Introduction of code amendments during regular Transportation Commission meeting. Sign in by 4 p.m., April 28, to provide oral comments (agenda) to the Transportation Commission; email written comments to transportationcommission@bellevuewa.gov
    • May  3, 2022: The Transportation Department will host an online open house: 
      • Register online to attend the event and you will receive an email with a Zoom webinar link. 
      • Send email comments about the draft transportation code amendment to city staff at TransportationDevRev@bellevuewa.gov by May 17, at 5 p.m. 
    • June 9, 2022: The Transportation Commission is expected to finalize the draft code amendment. Final action by the city council is anticipated in summer 2022.
