BelRed Look Forward

In 2009, in anticipation of East Link light rail, the City Council adopted a new subarea plan and land use code for the BelRed area. The plan anticipated the transformation of the former industrial area into a series of vibrant urban villages with abundant new green space, businesses and homes.

Now, more than a decade later, with East Link largely done and Spring District construction well underway, the city is reviewing the plan and land use code to determine if they are meeting their desired outcomes.

All who are interested in seeing the plan for BelRed evolve are encouraged to engage in the Comprehensive Plan Periodic Update launched in February 2022. You can get involved in the update via EngagingBellevue.

Beginning in 2023, policy and code amendments related to BelRed will be analyzed and drafted to enable adoption of updated land use regulations soon after the adoption of the Comprehensive Plan in mid-2024. Details about the schedule can be found within the joint 2022-23 work plan for the Community Development and Development Services departments.

Goals

This project will review the effectiveness of the BelRed Subarea Plan and Land Use Code, and adopt changes as necessary. A scope of work will be recommended to council prior to formal launch of the project.

Progress to Date

In an effort to better understand the future project's issues, some community outreach was done in 2018. Formal launch of the project has not occurred. Please find a list of major project milestones and decision-points below that have taken place.
